SPEAKERS
Major General Peter A. Gallagher serves as the Director of the Network Cross-Functional Team within Army Futures Command. He is responsible for the focused integration and disciplined innovation to modernize the Army’s network. MG Gallagher spent the majority of his career providing communications support to Conventional and Special Operations Forces throughout the world. MG Gallagher previously served as the Director of Networks, Services and Strategy in the Army Chief Information Officer/G-6. His recent staff assignments included Deputy Director of the Joint Staff Pakistan-Afghanistan Coordination Cell, International Security and Assistance Force-Afghanistan CJ-6, Executive Officer to the CIO/G-6, and Director, J-6 in United States Central Command (US CENTCOM). His command assignments include Commander of the Joint Communications Unit, Battalion Commander for the 112th Signal Battalion, Squadron Commander of a Special Mission Unit, and Brigade Commander for Defense Information Systems Agency Central Field Command. He also served as Deputy Commanding General and later Commanding General Army Network Enterprise Technology Command (NETCOM). A native of Pittsburg, Kansas, MG Gallagher joined the Army in 1986 and holds a Bachelor’s degree in Mathematics, as well as a Master’s degree in National Security Strategy from the National War College.
Mr. Paul B. Puckett III was appointed to the Senior Executive Service and assumed his duties as the Director of the Enterprise Cloud Management Office at the Headquarters, Department of the Army, Chief Information Officer (CIO)/G-6 in November 2019.
As the Enterprise Cloud Management Office Director, Mr. Puckett serves as the principal advisor to the CIO/G-6 and other Senior Army Leaders on the Army’s Cloud strategy. He is responsible for assisting in the development of strategy, use, and optimization of Cloud resources, including the areas of cybersecurity, data protection, commercial capabilities, and ensuring network support to the current and future Army force. He will also develop Armywide planning and assist with execution of Cloud planning, migration, operation, and incorporation of advanced services and capabilities across the Army’s four information mission areas of Artificial Intelligence, Machine Learning, Data Analytics, and Data Protection.
Just prior to joining the Senior Executive Service, Mr. Puckett was the Federal Chief Technology Officer at a cloud native services provider where he focused on advising Department of Defense and other Federal Agencies on how to enhance their mission effectiveness through the adoption of leading-edge open source technology and modern software automation capabilities.
Prior to that experience, Mr. Puckett performed in a number of roles as a civil servant with the National Geospatial-Intelligence Agency (NGA). As the NGA’s cloud integration lead, he helped design, build and accredit the agency’s Unclassified Cloud environment. He was the advisor to senior leadership for technical enhancements and agency priorities related to infrastructure and application modernization, and led the agency in developing an enhanced ability to accept and deploy new applications and services, while simultaneously incorporating high levels of security.
Before his service with NGA, Mr. Puckett again was in a support role with private industry, providing lead engineering expertise for servers and network systems, and systems administrator training for the Joint IED Defeat Office, the Pentagon Force Protection Agency, the Office of the Secretary of Defense, and the Department of State.
Mr. Puckett holds a Bachelor of Science in Computer Management Information Systems from Liberty University, Lynchburg, Virginia, and a Master of Science in Systems Engineering from the George Washington University, Washington, D.C.
Rob Vietmeyer is the Chief Technologist for Enterprise Capabilities within the Office of the DoD Deputy CIO for Information Enterprise. He leads the cloud computing and DevSecOps portfolios delivering critical components of the Department’s software modernization effort. He brings extensive experience in delivering mission-critical systems for the Department and driving positive organizational change through effective technology adoption.
Mr. Vietmeyer has over 20 years of experience delivering mission critical systems for the Department. Formerly with the Defense Information Systems Agency, he held several technical leadership positions including Chief Engineer for the Net-Centric Enterprise Services (NCES) program and the Global Combat Support System (GCSS). In 2010, Mr. Vietmeyer was awarded the Federal CIO Council’s Leadership Award and Federal Computer Week’s Federal 100 Award for his work on Forge.mil.
Jason Weiss has an exceptional background in software engineering, cryptology, and computer security dating back to his service in the US Navy as a cryptologist during the first Gulf War. He is the author of Java Cryptography Extensions, published by Morgan-Kaufmann, and co-author or contributor to several other books on distributed computing. He is the sole inventor of the patented Volume Mount Authentication endpoint security algorithm that was eventually integrated into Seagate’s DriveTrust technology, and co-inventor of the Cloud Connected Transponder. In 2000, the NSA recognized Jason as a talented security designer of critical infrastructure protection. He has lectured internationally, including presentations at SD West, Sybase TechWave, Rocky Mountain Java Symposium, AnDevCon (East & West), AWS Summit (Frankfurt, Germany), and various keynotes on NFC and RFID at events like the WIMA European NFC Developers Summit in Monaco. Jason holds a BS in Computer Science and an MA in Intelligence (Information Warfare).
The DCO IE establishes information technology (IT) policy and guidance for the infrastructure components to include networks, compute, and software. As Director of Software Modernization, Mr. Weiss executes critical activities to both maintain and modernize the DoD Information Enterprise. Among the activities covered are network optimization across Defense Agencies and DoD Field Activities, cloud and software modernization adoption across the Department, and better implementation of collaboration and productivity capabilities across the defense workforce.
